Back to TopA.1 The Board of Regents
This University is one of six institutions governed by the Board of Regents. The Board has nine members, appointed by the Governor with the consent of the Senate. State law requires that no more than five Regents shall be identified with any one political party. Members serve overlapping four-year terms.

The Board is assisted by a professional staff meant to enable the members to address questions of general policy. Normally, neither the Board nor its staff enters into the internal administration or operation of the University. However, those administrative procedures prescribed for all state agencies do apply to the University. Many are defined by state law or by regulations issued by the Department of Administration.

In considering policies, the Board normally has been guided by recommendations from the chief executives and information from the chief academic officers of the Regents institutions. Copies of the Board's Policy and Procedures Manual are found in various administrative offices. Copies of Regents meeting minutes are available in Watson Library.

The chief executive is the Chancellor, named by and serving at the pleasure of the Board of Regents. In administering the University and maintaining liaison with the Regents, the Legislature, and other state agencies, the Chancellor is assisted by the Provost for the Lawrence campus, the Executive Vice Chancellor for the Medical Center, the Executive Assistant to the Chancellor, the University Director of Administration, the University Director of Institutional Research and Planning, the University Director of Facilities Management, the University Director of Budget and Governmental Relations, the Uniiversity Director of Internal Audit, the University Architect, the University General Counsel, and the Director of Athletics. Also reporting to the Chancellor are Audio Reader Network, a radio reading service for the visually impaired; KANU, the University radio station; and the director of University Relations for the Lawrence Campus.

The Provost of the Lawrence campus and the Executive Vice Chancellor of the Medical Center are the Chancellor's principal administrative officers. They direct the internal affairs of their respective campuses and, with the Chancellor, oversee the fulfillment of the University's mission.

Back to TopA.3 The Lawrence Campus
The Provost, appointed by and serving at the pleasure of the Chancellor, is the chief operating and chief academic officer of the Lawrence campus. The Provost is assisted by the Vice Chancellor for Research and Public Service, the Vice Chancellor for Student Affairs, the Vice Chancellor for Information Services and Dean of Libraries; the deans of the College, the Schools, Continuing Education, the Graduate School and International Programs, and the Regents Center; the Associate Provost for Academic Services, the Associate Provost for Support Services, the assistant provosts, and the Director of Equal Opportunity. These officers are appointed by the Provost with the approval of the Chancellor. University policy requires that the performance of each vice chancellor and dean be reviewed at least every five years. The University Ombudsman also reports to the Provost. In accordance with University Senate Rules and Regulations (5.1.2), the Ombudsman serves a three-year term and may be reappointed.

The Vice Chancellor for Research and Public Service has primary responsibility for the Center for Research, Inc. (CRINC), the research foundation of the University of Kansas, serving as its president and chief operating officer. Through both CRINC and its offices of Sponsored Programs, Technology Transfer, and Operations and the KU Office of Research and Public Service, the vice chancellor administers external state, federal, and private research funds as well as internal research competitions. The vice chancellor also is responsible for the budgets and operations of the research and public-service units, including the Museum of Anthropology, the Natural History Museum and Biodiversity Research Center, the Geological and Biological Surveys, the research centers and institutes, and University Animal Resources.

The Vice Chancellor for Student Affairs has responsibility for Student Financial Aid, the Student Housing Department, Student Health Services, the Kansas and Burge Unions, and the Department of Student Life. Units that report to Student Life include Counseling and Psychological Services (CAPS), International Student Services, Legal Services for Students, Minority Affairs, Recreational Services, Student Development Center, Student Organizations and Leadership Development Center, Services for Students with Disabilities, and University Career and Employment Services.

The Vice Chancellor for Information Services and Dean of the Libraries is responsible for Information Technology, Computing Services, Printing Services, Networking and Telecommunications, and the University Libraries.

The Associate Provost for Academic Services has responsibility for the Office of Admissions, the University Scholarship Center, the Office of the University Registrar, the Office of New Student Orientation, the Freshman-Sophomore Advising Center, and Academic Technology Services.

The Associate Provost for Support Services oversees the Office of Budget and Fiscal Services, the Department of Human Resources, the Office of the Comptroller, the Purchasing Office, Facilities Operations (including Housekeeping), and Environmental Health and Safety.

The Center for Teaching Excellence, the ASTUTE Center, Media Services, and Writing Consulting: Faculty Resources report to one assistant provost; the Spencer Museum of Art, the ROTC programs, the Coordinator of Environment, Health, and Safety, and the Director of the Hoch Auditoria complex in Budig Hall to another.

The services of the Ombudsman, outlined in the University Senate Rules and Regulations, are available to all faculty, staff and students. The Ombudsman receives and attempts to resolve grievances and is charged with recommending changes in any University procedures that cause grievances or are not accomplishing their purposes. All conversations with the Ombudsman are confidential.

The University Director of Facilities Management oversees Design and Construction Management, Parking Services, and Public Safety (University Police, Emergency Communications, and Security).

Other entities located on the Lawrence campus that contribute to the achievement of institutional goals include the Alumni Association, the Athletic Corporation, the Endowment Association, the Memorial Corporation (which operates the Kansas and Burge Unions), and the Center for Research, Inc.

Back to TopA.4 The Lawrence Campus Schools
The primary instructional units of the campus are the College of Liberal Arts and Sciences and the nine professional schools: Architecture and Urban Design, Business, Education, Engineering, Fine Arts, the William Allen White School of Journalism and Mass Communication, Law, Pharmacy, and Social Welfare. In addition, the Graduate School oversees graduate programs for the College and the professional schools except for Law. The chief administrator of each school is a dean, appointed by and serving at the pleasure of the Provost, with the consent of the Chancellor.

The College and the schools of Education, Engineering, Fine Arts, and Pharmacy are organized by departments, the School of Architecture and Urban Design by programs. Chairpersons are appointed by the dean with the concurrence of the Provost. The performance of each dean and chairperson is to be reviewed at least once every five years. Appointments to such positions can be for a specified term, sometimes less than the five years stipulated for reviews.

The faculty of each school may establish curricula, academic standards, and degree requirements, subject to administrative oversight, state law, and these additional provisions:

  1. General requirements for admission to graduate study and for graduate degrees are established by the Graduate Council.
  2. Graduate curricula and programs are reviewed and approved by the Graduate Council, which also acts for the graduate faculty in awarding degrees and reviewing the performance of the College and school graduate-studies divisions, which are responsible for monitoring their own graduate programs, approving course changes, and admitting, advising, retaining, and supervising students.
  3. Matters that affect more than one school are subject to the rules and regulations of the Faculty Senate.
  4. Concentrations, changing the name of an existing unit or degree title or consolidating two or more units or degrees in one unit or degree, and joint, cooperative, and extended degree programs offered at a site other than the main campus require approval of the Council of Chief Academic Officers (COCAO) and the Executive Director of the Board of Regents.
  5. New schools or departments, new degree programs, extension of an approved degree program to a higher degree level, and creation of a new major under an existing degree name require approval of COCAO, the Council of Presidents, and the Board of Regents.

The Executive Vice Chancellor, appointed by and serving at the pleasure of the Chancellor, is assisted by the Vice Chancellor for Administration, the Vice Chancellor for Academic Affairs, the Chief Executive Officer of the Hospital, the Executive Dean of the School of Medicine, the Dean of the School of Medicine-Wichita, the Dean of the School of Nursing, the Dean of the School of Allied Health, the Dean of Student Services, the Director of University Relations for the Medical Center, and other staff officials.

Through the deans, the Executive Vice Chancellor directs, coordinates and supervises the academic programs and activities of the Schools of Medicine (Kansas City and Wichita), Nursing, and Allied Health. Each academic dean is responsible for student affairs, admissions, academic performance, and counseling in his or her school. The Vice Chancellor for Academic Affairs is responsible for the Office of Faculty Affairs and Institutional Research and the Office of Research Administration and Graduate Studies (representing the Graduate School). Lawrence campus academic units that also are located at the Medical Center include the departments of Special Education and Pharmacy Practice and the graduate program in Communicative Disorders.

Additional divisions and services within the Medical Center include the Hospital, the Dykes Library for Health Sciences, the Clendening History of Medicine Library, and the Division of Continuing Education, each of which reports to the Executive Vice Chancellor (or a designee).

The Vice Chancellor for Administration is responsible for the Medical Center Safety Office, the Library, including Audio-Visual Services, Kirmayer Fitness Center, and Shared Biomedical Research Equipment and supports the Executive Vice Chancellor in developing and managing facilities, information processing, and other activities.

The Vice Chancellor for Academic Affairs reports to the Executive Vice Chancellor. The Vice Chancellor for Academic Affairs and Dean of Graduate Studies and Research, a combined title, provides staff support for all academic affairs development and management and for other assigned activities. The Chief Executive Officer of the Hospital is responsible for the operation of the hospital and all its activities and departments.

Other service entities at the Medical Center that contribute to the achievement of institutional goals are the KUMC Research Institute, Student Union Corporation, the Medical, Allied Health, and Nursing Alumni organizations, and an office of the KU Endowment Association.
